Health care varies from the most basic primary health care, offered free by the state, to highly specialized health services available in the private sector for those who can afford it. The responsibility for the overall performance of a country's health system lies with government, which in turn should involve all sectors of society. Government has the responsibility for establishing the best and most equitable health system possible with available resources. Various studies and surveys during recent years have highlighted that public hospitals in South Africa are in a precarious state. Corruption, staff shortages, deteriorating infrastructure, increased centralization, equipment failures and shortages, and an increased influx of (especially HIV/AIDS) patients, have all been identified as factors contributing to a progressively worsening public health-care situation. With less resources and more poor people, cash-strapped provinces like the Eastern Cape face greater health challenges than wealthier provinces like Gauteng and the Western Cape. A case study was conducted at a public health organization in the Eastern Cape to examine the perception of resident health-care professionals and administrative staff on the status of the health systems and the privacy and confidentiality of patient data at the hospital. The availability, accessibility and usability of patient information were primary points of investigation. Several procedural and systemic inadequacies were identified which lead to the conclusion that there is a problem with the protection of public health information. This paper provides feedback on the survey conducted at the hospital and analyses the value of patient data within the framework of the critical characteristics of information. The role of government and information technology in ameliorating the situation is investigated." @default.
