Springer surveys the history of U.S. policy and practice regarding prisoners of war and finds relatively little wanting. “In most wars, the United States has maintained its captives in better fashion than its enemies and has had just cause to complain about the treatment of American prisoners,” the author concludes (p. 203). This does not necessarily say very much, however. In almost every case, the United States has taken far more prisoners than its opponents, frequently outsourcing their maintenance (or summary disposal) to less-than-scrupulous allies. But Springer's benign summation expresses a good deal about his sanguine approach to a topic at once controversial yet under studied. Noting that the historiography of prisoner of war (pow) issues has been dominated by episodic accounts of discrete wars, with a heavy emphasis on Americans' experience as captives rather than captors, Springer sets out to fill this gap. In a series of short chapters that cover wars both major and minor, civil and uncivilized, Springer highlights a number of recurrent themes. Each successive campaign, it seems, has been marked by a dearth of planning and an excess of parsimony, which he concedes has not always guaranteed the humane treatment that Washington holds up as an ideal (ibid.)." @default.
