The rapid growth of its population is related to both high rates of natural increase and to massive in-migration which in turn is related to the industrialization programme that followed the Mexican Revolution in 1917 and was accelerated during the Second World War. The lack of positive planning and lack of finance for public housing schemes through to the end of the 1960s contributed to the massive expansion of colonias populares, or informal housing, on the expanding periphery of the metropolitan area. The role and status of Mexico City within Mexico serves as a useful model in assessing some of the possible prospects for its South African equivalent, the Pretoria Witwatersrand Vereeniging complex or PWV. Here massive growth of squatter settlements are already in evidence and are directly related to the poverty and deprivation created by more than 40 years of apartheid planning and administration. The possibility of absorbing some of the lessons from Mexico City and to make good use of a small ‘window of opportunity’ extending some twenty years into the future is stressed." @default.
