- W2044498005 abstract "Abstract A welfare state is one in which people care for one another, and where that caring is expressed through communal institutions. The deepest characteristic of such a state is sharing without shaming. Trends in western welfare states are reviewed, arriving at the conclusion that the institutions that we think of as welfare state institutions are more firmly rooted than, in the face of rhetorical assaults, may have been thought. Further, a major reason for the strength of the welfare state is its devotion to mainstream (or universalist) programming. Although it has been supposed that the welfare state is redistributive, that has not been so much a matter of rich to poor as of moving money from people of working age to the elderly, from the well to the sick, and from the employed to the unemployed. Children have benefitted in only the slightest degree from general development of the welfare state. The prospect for the future is briefly discussed." @default.
