- W2046196144 abstract "The proposed Northeast Transmission Main intends to meet subsidence mandates by delivering treated surface water from the City of Houston's Northeast Water Treatment Plant to northwest Houston and several Water Authorities with an approximately 22 mile pipeline. The initial engineering feasibility study (project) entailed the development and analysis of three pipeline alignments, ranging in size from 66 inch to 156 inch, through often dense urban environments. Additionally, to facilitate cost sharing agreements, the feasibility study was put on an accelerated schedule of 90 calendar days. Throughout the feasibility study, project leaders were challenged to simultaneously allow three different teams to update alignment options, analyze large volumes of data, and provide up-to-date exhibits for daily and weekly progress meetings. This was accomplished through good planning and several innovative uses of geographic information system (GIS) such as the use of a GIS manager to establish file use protocols, project-wide layer creation, the incorporation of ESRI's free ArcGIS Explorer, and the extensive use of the ArcMap Map Books add-on. Project-wide layer creation served several purposes. The primary benefit of creating and saving file layers was to ensure consistent symbology across all exhibits. By having one user organize, symbolize, label, and filter the necessary GIS data and saving it as a layer file, all other GIS exhibit creators were able to simply load the latest layers into their exhibits and print. Another innovative use of GIS was the incorporation of ArcGIS Explorer (AGE). AGE does not require the purchase or use of any software licenses and can view standard GIS Layers. AGE was used by the project team members that did not need to produce GIS data or exhibits, only analyze the data. The intuitive design of AGE also drastically steepened the learning curve for those team members with no previous GIS experience. Finally, by using the Map Book add-on to ArcMap, the project team was able to quickly provide full exhibit sets detailing each pipeline alignment. The greatest benefit from using a Map Book was that an entire set of exhibits for an alignment could be rapidly produced from only one file. So when a new exhibit set was required for either review or submitting, a project team member would simply open the Map Book file and export the full set, confident that all of the previous changes made to the GIS data were automatically incorporated into the new exhibit set. Through the innovative use of GIS and good management practices, each aspect of this project was improved and expedited. Lead engineers were able to direct updates very rapidly, the design team production staff always had the latest data available without costly delays, and by managing the GIS data, multiple file creation was avoided.
