- W2050200616 abstract "This article describes the most salient developments in the planned birth program of the People's Republic of China during the 1970s and discusses the potential for transfer of some features to other countries. Many Chinese activities are of interest because they are designed for a country with scarce resources for development and a low-income population. Some particular program features worth noting are: the encouragement of local initiative and experimentation: specific methods for the diffusion of innovation; and total integration of the health system with other development-political, administrative, economic, and social-at the grass-roots level.The major components of the planned birth program of the People's Republic of China is described; and an attempt is made to assess the utility of the program in other cultural and political settings. The Chinese program aims to accomplish the following goals: 1) Late marriage; 2) Childbirth spacing; and 3) Inculcation of small-family norms, consisting of 2 children in urban areas and 3 in rural areas-regardless of sex, i.e., the number of sons. The administrative organization of China is described to show how the planned birth program is completely integrated with local political, economic, and social institutions at the grass roots level-both in provision of services and in regard to educational and motivational work. The latest tactic in birth planning-let the masses draw up their birth plans and follow them through - utilizes the local political infrastructure to transmit suggested birth control targets to local small groups. The provision of planned birth services by the health delivery system is described in terms of organization, personnel, and birth control services. An analysis of China's performance in the planned birth program concludes that, although the campaign is pervasive, it is impossible to accurately evaluate its effect until more complete and detailed demographic data are available. The principles of the Chinese family planning model are listed in detail. The specific practices and policies that the Chinese have instituted are indicated, if possible, in each instance. The analysis of the Chinese model is divided into the following components: 1) Services and delivery system; 2) Personnel and training; 3) Educational and motivational work; 4) Social development measures and reinforcements for social change; and 5) Negative lessons." @default.
