The situation, namely multiple rejections after multiple revisions, highlights weaknesses both in the editorial selection process and the writing process. As an author's editor in Italy, I have read multiply rejected manuscripts and the accumulated comments of reviewers. In my view, the problems of multiply rejected manuscripts lie more in the reporting than in the research. These manuscripts tend to be weak in structure, logic, and argumentation, which confound the ability to draw clear conclusions and lead reviewers to request further experimentation. These problems are compounded when reviewers cannot decipher the real issues behind what they describe as interesting yet confusing texts. The situation is worsened because authors assume that, by revising the text accordingly, the paper will be accepted. This is not always the case, for the reasons mentioned by Horton but also because peer review does not guarantee a complete critical appraisal. Partial revision reveals other weaknesses, and so on. This situation—wasteful for authors and reviewers alike—can be improved by helping researchers in the writing process. First steps, in Italy at least, are to teach scientific writing explicitly: not “scientific English”, but clear reporting and strategies for success (including responding to reviewers). Also needed are university writing centres that support researchers in their publishing endeavours. Researchers can also engage the help of local authors' editors on a paper-by-paper basis, although this approach has been made impossible in Italy by rules restricting the use of public funds for freelance professionals. As a result, researchers go without editing or use online companies which, because of their global nature, cannot provide personalised services adapted to the linguistic-cultural context. Greater attention to doctoral education, in-house writing centres, and support for a local editing community around universities can help nurture a publishing culture and let researchers focus their energies on science.
