This article would have been justified only if it were an editorial. I fail to see how this article passed critical review.The article misrepresented reality by defending HMOs on the basis of the staff model, which, in reality, is the model for only a minority of operating HMOs. By their own admission, the authors state that the independent practice model is much harder to defend and is fraught with ethical pitfalls.
