Only orbital angular momentum quantum number l=1 TM gluons are considered. The ensuremath{xi}(2.22) is analyzed both as a ${0}^{++}$ state and as a ${2}^{++}$ state. The method of effective Lagrangians is used to compute the processes Vensuremath{rightarrow}ensuremath{xi}+ensuremath{gamma} and ensuremath{xi}ensuremath{rightarrow}m+mifmmodebarelsetextasciimacronfi{}, for V=ensuremath{psi}/J,ensuremath{Upsilon} and m=K,ensuremath{pi}, where in the latter computations, contact is made with the theory of Lepage and Brodsky for exclusive processes in QCD. When compared to our results, the limited data which now exist on ensuremath{psi}/Jensuremath{rightarrow}ensuremath{xi}+ensuremath{gamma} are not obviously inconsistent with either the ${0}^{++}$ or the ${2}^{++}$ assignment for the ensuremath{xi}. Observation of a ensuremath{xi} signal in ensuremath{Upsilon}ensuremath{rightarrow}ensuremath{xi}ensuremath{gamma}, ensuremath{xi}ensuremath{rightarrow}${K}^{+}$${K}^{mathrm{ensuremath{-}}}$, with the branching-ratio product B(ensuremath{Upsilon}ensuremath{rightarrow}ensuremath{xi}ensuremath{gamma})B(ensuremath{xi}ensuremath{rightarrow}${K}^{+}$${K}^{mathrm{ensuremath{-}}}$)ensuremath{sim}1.4ifmmodetimeselsetexttimesfi{}10 $^{mathrm{ensuremath{-}}5}$ would strongly favor the ${0}^{++}$ assignment.
