The cryogenic radiometerwill be capable of measuring black body radiation and laser radiation with an uncertainty approaching10 ppm. From these measurements it will be possible to determine the fundamental constant, the StefanBoltzmann constant, confirming the radiometer as an absolute detector, and link this determination to theSI unit of luminous intensity, the candela. Thus detector and source based scales/standards will be tiedto an invariant physical quantity ensuring their long-term stability.Key words.
