To accomplish these stages requires the acquisition of judgements from the project `core' team (principal designers). The way these judgements are collected is central to the value and effectiveness of the whole process. However there is a lack of real understanding of the merits and drawbacks of the available techniques. This paper adopts the model of determinates of group effectiveness offered by Charles Handy as a framework to evaluate the identification methods of brainstorming, the nominal group technique and Delphi, all borrowed from outside of the construction industry. While brainstorming is the most frequently sited technique for risk identification, it is not a panacea and has severe limitations when compared to the nominal group technique." @default.
