Considering Afro-Colombian communities’ territorial rights and limited government resources, community-based management may be more effective and culturally sensitive than a top-down paradigm. As facilitators of the process, we describe the development of the mangrove management plan in the Tribugá Gulf and, according to recommendations found in the literature, assess factors that affect outcomes. Key lessons include following good-governance principles, integrating variable sources of knowledge, building local capacity, and managing variable expectations of different actors.
