- W2071049227 abstract "FROM a careful study of papers that have preceded in this volume, and from many other studies and observations, several important general conclusions seem warranted. These conclusions are such as to indicate a very clear need for more uniform standards of organization and administration for state departments of public welfare in United States. The purpose of such uniform standards will be to promote effectiveness and comprehensiveness of public welfare services and economy of administration rather than to seek centralization and control. Uniform standards of proper sort will, in very nature of case, permit of all needed and appropriate adaptation to local conditions. The purpose of this paper is to emphasize need for uniform standards; to discuss certain tendencies toward uniformity and to urge further study of whole problem of organization and administration of public welfare in United States. Among general conclusions that seem warranted are following: 1. There is everywhere agreement that problems of public welfare demand increasingly such organization and administrative plans as the claims of humanity and public good may require. 2. The great majority of states, in recognition of this fact, have undertaken to work out their problems through some more definite and improved form of supervision and control. 3. But outstanding feature in whole field is perhaps wide variation and almost complete lack of uniform methods, organization and scope of work undertaken. 4. In spite of wide variations there can be shown clearly certain common needs, purposes and prospects, manifestly susceptible to uniform treatment. 5. There are certain difficulties, both in present application and in historical development, that are common to all state departments. 6. The financial problem involved constitutes an increasingly important one in that it will include expenditure of from one-sixth to onefourth of state appropriations, exclusive of local town and county funds and of many border-line charges. 7. A separate study will be necessary for better understanding and organization of financial administration and methods of institutions and s ate departments involved. 8. From all these conclusions it would seem wise to attempt some general statement as to form and scope of desired type of department to which majority of states may conform." @default.
