Jupp's intention was ‘to reintegrate the practice of executive government into political history’ (p. xii) while placing the political history of the period into its wider contexts: the achievement of English superiority within the British archipelago, the transformation of Britain from a second- into a first-rank power and the ability to wage a succession of major, successful wars against the Bourbon powers. The lengthy period covered by the book is rendered digestible by its careful sub-divisions and its frequent, itemised, summaries of key issues. Unlike the experience of some other European powers, where autocratic monarchs were able to implement extensive bureaucratic reforms, in Britain no such drastic overhaul was ever contemplated: ‘Instead, there was a reconfiguration of the roles of the existing office holders and institutions coupled with a considerable expansion of some, but not all, departments’ (p. 33). Royal influence declined overall yet remained decisive in the crucial areas of war, diplomacy and peace. Jupp is a careful guide to the processes by which, in the first half of the period covered by this book, the initiative for policy tended to slip from monarch to ministers, especially to first ministers, the newly emerging inner cabinet and to a much expanded bureaucracy." @default.
