- W2074922200 abstract "Soviet interest in Southeast Asia is largely a function of global priori ties. The region's significance in Soviet foreign policy derives not from any perceived immediate defensive value but from its proximity to areas of strategic offensive interest and from its obvious contiguity with China. Unlike Eastern Europe or East Asia it is not a region of primary importance for the defence of the homeland. On the contrary, its worth in Soviet policy is a consequence of the escalation of a forward diplomatic and military strategy directed not only against the United States and the international order sustained by it but also against China. The region, together with other Third World areas, represents a vast hinterland of manoeuvre against a politically anti thetical world order which by its continued existence threatens the assumptions of official Soviet ideology. Soviet projection of power in Third World areas attempts to vindicate the dogmas of Leninism regarding the inevitable historical evolution of socialism on a global scale not only as part of the process of competition against the United States but also to validate ideology as the raison d'etre of the govern ing communist party. In this sense, foreign policy becomes an instru ment of a political order that seeks to perpetuate itself. In Third World regions, political influence can be translated into voting strength in the United Nations and the Non-Aligned Movement which could assist in the cultivation of a climate of world opinion that might challenge what to Soviet leaders is the questionable legality of many of the actions of the West. Influence in Third World areas offers the prospect of stimulating local nationalisms and exploiting griev ances which could result in the establishment of regimes that would deny the West (including Japan) automatic and previously uncon tested access to critical resource-producing regions.
