With twenty-seven named storms, thirteen of which were hurricanes and seven of those considered major, season broke multiple, long-standing records and far outpaced average hurricane season. Weary coastal residents watched in amazement as Tropical Storms Epsilon and Zeta named for fifth and sixth letters of Greek alphabet (because forecasters had already run through their standard set of names) churned over Atlantic in December. The storms, it seemed, had failed to notice passing of November 30, official end of hurricane season. Amid all storms, it was Hurricane Katrina that would forever define 2005 storm season. In many ways, Katrina embodied worst-case scenario predicted for years by those familiar with vulnerabilities of New Orleans hurricane protection system. The majority of media attention in wake of Hurricane Katrina understandably focused on storm's devastating impacts on City of New Orleans. Although not subject to kind of catastrophic, long-term flooding that engulfed New Orleans, beachfront communities all along Gulf Coast suffered similarly devastating damage. Bay St. Louis, Mississippi, highest point along Gulf of Mexico coastline, was pounded by a nearly 30-foot storm surge that left scores of destroyed buildings in its path, including nearly all city's historical structures. Alabama's Dauphin Island, more than sixty miles east of Plaquemines Parish, Louisiana, where Hurricane Katrina came ashore, suffered a powerful storm surge of its own one that caused extensive damage to its developed section and, further west, tore island completely apart. Just weeks later, Hurricane Rita completely destroyed Louisiana's Holly Beach, sometimes called the Cajun Riviera. Not least among issues being debated by commentators and policymakers amid renewed focus on hurricane protection is question of how best to approach development along nation's coastal barriers. With forecast of more severe hurricanes in coming years, time is ripe to reeyaluate policies related to coastal development. Given Supreme Court's ruling in Lucas v. South Carolina Coastal Council, 505 U.S. 1003 (1992), that land use regulations that deprive owners of all their property's economic value require compensation, state and local governments may be loath to enact coastal development restrictions.
