- W2078174795 abstract "Key factors in the Government's agenda for sustainable construction are to increase the amount of recycling and use of alternative materials. In practice, a number of issues can limit the extent of these activities. If the objectives of sustainable construction are to be realised, these issues must be positively addressed. This paper looks at recycling in the renewal of transport infrastructure, defined as the earthworks, drainage and pavements for roads, railways, airports and canals, but many of the issues are also relevant to other sectors of construction. Issues perceived as obstacles to recycling include lack of specifications, concerns about reliability and quality control, the application of the waste management regulations, potential pollution of the environment, increased risk, adversarial conditions of contract, balancing supply and demand, planning restrictions and the economics of recycling. In many cases these obstacles are more apparent than real, and perhaps the greatest problem is lack of awareness. Guidance and a number of case studies are presented in a document produced by TRL Limited, entitled Recycling in transport infrastructure. Further action is required to resolve some issues, in particular those connected with the waste management regulations, and these are discussed in the paper. Solutions are proposed, including the establishment of a National Industrial Forum to resolve issues involving the environmental protection agencies, industry, infrastructure owners and operators, and government." @default.
