- W2078456459 abstract "AbstractRecent contributions to conservation literature are concerned with the neoliberal turn in environmental governance. By putting a financial value on ‘ecological services’, it is argued that nature becomes subjected to capitalist market dynamics for the benefit of elites at the expense of local populations. However, identifying processes and attributing causality to an abstraction such as neoliberalism in the complicated and often piecemeal process of environmental governance are problematic. This is especially the case where financial mechanisms are yet to be put into operation beyond being a promised future potential. An example is the reform of community forestry institutions in the Indian state of Uttarakhand, being undertaken against the backdrop of international debates focusing on the services provided by forests. These reforms are indeed meeting resistance as some actors are hostile to what they see as the commodification of nature and the commercialization of community forestry at the expense of subsistence needs. However, this article argues that the framing of this process as an example of ‘neoliberal conservation as class project’ hides more than it illuminates. Instead, neoliberalism is identified as an ‘art of government’ and by focusing on the limits of governmentality through the analytics of assemblage it traces this deeply complex and contested process.
