- W207860085 abstract "Recent introduction by many European countries of their own second register, alongside their first national register, have renewed attention to the flagging out phenomenon. Increasing interest has been focused on its economic effects and on the desirability of government intervention. This study begins by revisiting the economics of flagging out from the point of view private shipowners and then considers the attractions for them of the second registers of traditional maritime countries. Having clarified the private costs and benefits of both types of flagging out, the wider social impact of the practice is considered--necessarily in a global setting since shipping is an inherently international industry. The implications of flagging out in terms of efficiency and equity are next considered. At the light of the analogies with tax competition, a phenomenon of register competition is identified and analyzed. Concluding comments point towards the fact that flagging out is the inevitable consequence of the operation of the markets and that they should be freed protectionistic measures directed at altering the distribution of resources that otherwise would result." @default.
