The high-tech context permits a reexamination of several elements of regional research and policy, including technical workers, entrepreneurship, the effect of new technology in the workplace, and the potential for public policies to address people-related issues. This paper suggests that an orientation toward people relates more accurately to the underlying processes, particularly those that focus on flows of people and information. Entrepreneurship, for example, depends critically on people and their social networks. Likewise, the level of technology in a region or nation is defined by the stock of knowledge and skills found within firms and people.
