• W2081750700 abstract "Unlike traditional welfare state measures, which promoted the decommodification of labour, recent welfare state reforms focus on the interplay between welfare and labour market policies. Encouraging the employability of welfare recipients and forging links between welfare and the labour market are important components of recent reforms, which include ‘workfare’, ‘flexicurity’ and ‘active labour market policies’. Inspired by recent debates on the welfare–work nexus, this article reviews the welfare–work debate in Western countries before turning its focus to the East Asian welfare system. The ‘productivist’ welfare regime of East Asia flourished during the period of full employment that preceded the 1990s. As a result of globalization and de-industrialization, however, East Asia's favourable economic conditions have deteriorated. The labour market has changed dramatically, resulting in increases in unemployment, non-standard employment and the number of working poor. We will review the conditions in five East Asian societies: Japan, Korea, Hong Kong, China and Taiwan. This introduction will set the stage for the examinations of these five societies in the following articles. A comparative analysis will be presented in the concluding article." @default.
