- W2090519119 abstract "Abstract Background Civil registration generates essential statistical information that decision makers depend upon for policy formulation and the planning, implementation, and monitoring of programmes. They are, therefore, in all senses, vital statistics. In many countries, vital statistics are incomplete, of poor quality, out of date, or simply not available. An integrated effort to improve collection, completeness, reporting, dissemination, and use of vital statistics is badly needed. To assist countries in improving their registration systems, guidance about standards, best practice methods, and strategies that are feasible to implement rapidly is required. Methods The Health Information Systems Knowledge Hub (HIS Hub) has developed a series of tools in collaboration with WHO that can assist countries to strengthen national civil registration and vital statistics (CRVS) systems. After initial peer review and piloting, the tools are now being applied across Asia, the Pacific, the Middle East, and Africa in close collaboration with international agencies and partnerships, including the UN and WHO. The tools have been developed to allow countries to rapidly assess the operation of their vital statistics systems, to strategically plan improvements, and to facilitate access to international research findings and resources. Findings The rapid assessment tool has already been applied in over 80 countries and translated into various languages. 23 countries have undertaken a more comprehensive assessment to determine more specifically where the weaknesses in their systems are. Lessons learnt from applying the tools are documented in several working papers on the HIS Hub website: http://www.uq.edu.au/hishub/theme3. Interpretation The CRVS toolkit provides a one-stop shop for countries that want to improve their systems, learn about available CRVS resources, and gather evidence of how other countries have overcome obstacles and benefitted from the process. Several related tools on specific aspects of system development such as guidelines for mortality data quality assessment and for cause of death certification have also been developed.
