- W210891692 abstract "This paper presents the findings from a set of research projects that examine Olympic-Paralympic legacies. (1) The principal aim here is to examine the significance of understanding and using a valuematching approach developing strategic policy for a physical activity and health legacy from the London 2012 Games. The essay has six sections. An overview of the political agenda for the physical activity and health legacy from the London 2012 Games is presented the first section along with an introductory examination of the concept of legacy. Second, the systematic review process used to search, analyse and synthesise the evidence base for a physical activity and health legacy is detailed. The third section outlines key evidence from the systematic review of the evidence base for delivering a physical activity and health legacy from the London 2012 Olympic and Paralympic Games that might further an understanding of legacy processes connected to major sporting events. Fourth, the essay discusses the role of values and value-matching physical activity legacy planning. The processes which explore the relationship between different types of activity and the values and levels of engagement of a range of target audiences are defined section five as the Demonstration Effect and the Festival Effect. Section six presents an overview of the initiatives that have been designed through research carried out by the Centre for Sport, Physical Education and Activity Research (SPEAR) at Canterbury Christ Church University (UK). In concluding, argue for a re-thinking of the artificial divide between objectivist and subjectivist/experiential approaches to sport and leisure policy and propose legacy planning based on a balance and blend of fact-value approaches. Making Sense of the Olympic-Paralympic Legacy There is a well publicised and widely held belief political and public spheres that the London 2012 Games will set a new standard for the Olympic and Paralympic movement staging a global sporting event that delivers nationwide legacies the form of economic, social, health and environmental benefits for the United Kingdom. In terms of a physical activity and health legacy, for example, The IOC President Jacques Rogge described plans to get people active as part of the distinctive magic of the London 2012 bid and such views are reinforced by UK Government ministers responsible for delivering the Games. Hugh Robertson, Minister for Sport and the Olympics commented that Delivering a mass participation legacy for sport from London 2012 is one of my three top priorities. I want to see a marked, and sustained, cultural shift toward greater participation (2) Boris Johnson, Mayor of London, stated, we have a unique opportunity with the 2012 Games to set place a lasting legacy for sport provision and participation across the capital. (3) Lord Sebastian Coe, Chairman of the London Organising Committee for the Olympic Games (LOCOG) 2012, believes that in the run-up to the 2012 Olympics there will be no better opportunity my lifetime to drive sports legacy. In terms of boosting participation sport this country the red carpet has been rolled out with a gilt edge attached. (4) Some critics of the legacy impact of Olympic-Paralympic Games have argued such beliefs represent a political position derived from a governmental requirement to demonstrate positive outcomes from the Games rather than an evidence-based assertion. (5) As will be discussed later, political ideology suffuses sport policy. Furthermore, it has been claimed that no previous Games has raised participation sport. (6) There is, then, an emerging debate about the nature and extent of Olympic-Paralympic legacies. Yet it remains the case that the health and activity potential of Olympic-Paralympic events is commonly and enthusiastically cited without evidence for such public health outcomes.
