- W2109303370 abstract "Before the late war, we had come to a parting of the ways and, broadly speaking, two alternatives faced us, multilateral trade or the growth and development of two or three major economic blocs. There were enormous objections to the former, as we all know. We have therefore concentrated our attention on the latter in recent years, and I was at one time much tempted. What are the advantages of the latter system? They can be seen very clearly in the wartime sterling area, with sterling virtually an inconvertible paper currency. We tend, however, now to look upon too large a proportion of it as fiduciary and not likely to be called upon. Where you are free to discriminate, you can use the fact that you are a desirable import market to force your own exports, though there are obvious limitations to this. This is precisely what the Americans do not like. They want us to liquidate the dollar pool and allow our trade to be governed by purely commercial motives with multilateral clearing. Now the question is, would the temptation to form a sterling block prove a satisfying experience if we tried it, inducing as many other countries as we could to come in with us? First, we should soon find that few of the wartime advantages could be maintained. That is quite definite. The belief in our ability to do so arises from a widespread misbelief as to what the sterling area actually is. We cannot make the exchange controls of many of the countries in the sterling area conform to our standards. With some countries, particularly Egypt and South Africa, there were considerable anomalies until quite late in the war. South Africa has never been completely in the sterling area in the sense that India or Rhodesia has been in it. Furthermore, we have always allowed free spending anywhere within the sterling area, and have offered the other countries hard currencies to the best of our ability, according to their needs.
