But before discussing these research efforts, it would seem worthwhile to look backward in time, to examine past attitudes toward the teaching of writing. It is amazing how current the sentiments expressed in January 1912, in the very first issue of English Journal, seem. first article in that issue, Can Good Composition Teaching Be Done under Present Conditions? began with a one word paragraph: No. author, Edward M. Hopkins, discussed the then current move toward accountability: For every year the complaints become louder that the investment in English teaching yields but a small fraction of the desired returns. . . . From any point of view-that of taxpayer, teacher, or pupil-such a situation is intolerable. He blamed this inefficiency on the current educational system. However, as he pointed out, The public does not know anything about the circumstances, but it does seem to know that it pays for something that for some reason it is not receiving; and the teacher is not usually in a position to escape either the blame or the penalty. Among the other woes which Mr. Hopkins bewailed were insufficient funding of writing instruction, excessive class loads for teachers, and inadequate educational apparatus.
