• W2110463156 abstract "There has been a steady decline in voter turnout in Chile since the first democratic election following the military dictatorship of 1973-1990. The purpose of this paper is to analyze whether (i) socioeconomic variables and (ii) the electoral system have any effect on political participation. Initially, we use a panel for the different elections since 1989. We find that political participation is lower among the youth while it increases in urban sectors and in the upper part of the business cycle. Later, we use cross sectional data to analyze the registration decision among unregistered individuals. We find that in the expansionary part of the business cycle, individuals that previously were unwilling to participate in political elections are more likely to register. Concerning the electoral system, we find that one of the effects of the binomial electoral system used in congressional elections is that it reduces (increases) political participation as the gap between the two most voted coalition declines (increases). We interpret this last result as evidence of a positive impact of political competition on electoral participation." @default.
