Consequentialist defences are criticised on three grounds: terrorist acts are often expressivist not instrumental; instrumental terrorism is wholly inefficacious in achieving goals which might justify terrorism’s costs; and there is an alternative, effective and less costly way of achieving these benefits in democracies and, to some extent, in non-democratic societies. It is argued the moral basis of the just war principle of legitimate authority is inconsistent with terrorism being either war or punishment. Consequently, terrorism invariably harms innocents. RESUMEN Los terroristas proponen defensas conscuencialistas del terrorismo o, alternativamente, lo justifican en la medida en que inflige un castigo a los culpables, o hace la guerra a los combatientes no inocentes. Las defensas consecuencialistas se critican por tres razones: los actos terroristas tienen, a menudo, solo un caracter de expresivo, no son instrumentales; el terrorismo instrumental es completamente ineficaz para conseguir las metas que podrian justificar los costes del terrorismo; y en las democracias, y hasta cierto punto en las sociedades no democraticas, hay un modo alternativo y menos costoso de lograr esos beneficios.
