To apply the method to solve this estimation problem, orthogonal design technique is introduced into the course of offspring's breeding inside a family, so as to enhance the behavior amelioration of divides against prematurity and quicken the convergence of low convergence speed at last period. The proposed method is versatile and can deal with uncertainties in fault section estimation, such as the cases with failure operations of relays and circuit breakers, or multiple faults at the same time.
