How does China train the workforce? What challenges does it face? What can we learn from it? This article describes China’s civil servant training system and identifies its benefits and challenges with a case study of the Nanning municipal government. The article argues that although China’s centralized training system has great benefits, it encounters similar problems as in Western countries, such as inadequate training needs assessment, low motivation on the part of employees, and difficulty in measuring training outcomes. Although some interviewees propose training decentralization and marketization as a solution, the government is unlikely to rush to it." @default.
