Demos (1970), for example, has noted the clear instructions to parents by the church fathers of Plymouth Colony in methods to break the child's will so as to produce God-fearing Christian adults,· Brim (1965), among others, has reviewed the the ory and practice of throughout U.S. history. We learn from such scholars that to the extent that a society is socially and religiously homogeneous, as in the early colonial period, parent education is not likely to arouse controversy; when this is not the case—as in the U.S. from the 19th century to the present— who is educating whom and with what objective may be subject to intense dispute and suggests much about power relationships and value conflicts in the society as a whole. For this reason, an analysis of the nature of efforts at a particular time can be a very productive aid to under standing our often implicit social attitudes and goals and how the process and content of reflects them. Such analyses are of particular importance for social understanding and action when is sponsored by government, backed by power and resources which are unmatched by private groups which may hold alternative views of appropriate methods and objectives of child rearing. The questions which must be asked regarding government participation in include: (1) To what extent has support of actually been government policy? (2) To what groups in the population was the directed, and was participation mandatory or optional? (3) What were the content and objectives of the program or programs?
