The issue was in the news again in 1988 as key members of Congress struggled— 27 years after Defense Secretary Robert McNamara’s renowned efforts to streamline the military base structure—to enact legislation to provide statutory underpinnings for a Commission on Base Realignment and Closure, hoping to surmount existing political obstacles to base closures. Meaningful assessment of the likely efficacy of such reform requires analysis of the role of changing institutional constraints in shaping observed degrees of parochialism.
