The government has a major role to play if the country wants to stand in the information arena. It is believed that hard technological determinism can only be countered by very real and well thought out national strategies. the national IT strategy will need to address the issues of resistance to change due to cultural, personal and infrastructure factors, be very culturally sensitive and will need to be constructed as an evolving, and learning system. It is important for every developing country to have a national IT strategy as a foundation whereby the great potential of IT can be realized, development be promoted, technology be exploited and communication problems be alleviated.
