It traces the development of the scheme by examining the increasingly close relationship between the music industry and the British political establishment. It is argued that only by understanding the development of this relationship can the NDFM be explained. The articles explains how popular music, an art form which is frequently portrayed as above all a commercial, free market form has come to rely on state support from a Labour government that has elsewhere eschewed the interventionist approach of its predecessors.
