The subject of conversation and of written views was parliamentaxy crisis iTn France. Thus, although it seems scarcely necessary, it is perhaps not useless to reflect that a full generation ago a situation existed which, though of course characterized by certain specific differences, had a number of striking resemblances to that which preceded establishment of Fifth Republic. In 1925, Interparliamentary Union, at its 23rd conference, held in Washington and Ottawa, had made reference in a unanimously adopted resolution to the crisis through which parliamentary system is now passing in almost every country, criticism, and even attacks to which it is subjected from most diverse quarters. During following summer, at a conference in Geneva, consideration of same subject was on agenda; and it was here that I had good fortune of hearing discussion, initiated, if I remember, by a delegate from Yugoslavia, and even better fortune of learning something of views of Andre Siegfried. Andre Siegfried at that time considered himself to be, and so far as I know continued to consider himself to be, in French sense a republican. This means that he identified republicanism with political democracy and both with Parliamentary Regime as it was developed during Third Republic. He was scarcely enthusiastic about regime, but he considered it a necessity. He knew that it was not a traditional national system, and he was fully aware that it was far from perfect.
