Employing a comparative historical approach this article examines the differences that existed between the Visegrád countries, on one side, and the Balkan countries, on the other, with regard to the legitimacy of their Communist rules. Among the latter, I focus primarily on the cases of Albania and the former Yugoslavia as deviants from the more general pattern of the Soviet-bloc countries. I propose to assess three propositions: (1) not all Communist governments in Central and Eastern Europe had the same level of legitimacy at inception; (2) elements of legitimacy were found in all Communist states, irrespective of the way in which the Communist parties acquired power; (3) the legitimacy of Communist rule did not erode in all countries at once but in different phases." @default.
