The complexities of coordinating research based on administrative data required extensive interaction, and we are grateful to the persistence and good humor of colleagues who responded to repeated requests for revised analyses. Julie Hotchkiss and Shiferaw Gurmu oversaw analyses for Atlanta. Gurmu thanks William Smith, who aided in the analysis of chapter 4 and Lakshmi Pandey who aided in the analysis of chapters 4 and 5. David Stevens oversaw data management for Baltimore, and John Janek provided programming support.
