The backgrounds that support the values of the reduction factor in the United States, Europe and Japan are overviewed. Some definitions are provided in order to deliberate about the components of structural capacity that must be accounted for in order to reduce the elastic response spectrum. A numerical iterative design−evaluation process is performed to test the definitions of the reduction factor to be employed. From the deliberation and the numerical examples, it is evident that the design reduction factor cannot be deduced directly from the performance of the buildings after real earthquakes since the performance of the buildings implicitly includes the design structural overstrength. The main conclusion is that the design structural overstrength must not be accounted for. Therefore, the design structural overstrength must be quantified and excluded when calibrating the design reduction factor from the performance of the buildings after real earthquakes." @default.
