Willetts has been researching and writing about nongovernmental organizations (NGOs) for over thirty years, beginning long before they became “visible” to most analysts of what was then called “international relations,” and his current book is a definitive study in every sense. It is a wise and amazingly succinct, scholarly, and highly readable analysis of the essential nature of NGOs and their increasingly prominent role in global politics. Willetts goes even further to assert and demonstrate that NGOs not only participate in “global governance,” but also have been substantially involved in its “construction.” Willetts addresses the thorny normative question of the legitimacy of NGOs in his introduction and, in this and other respects in the book, he demonstrates no tendency to romanticize his subject. He accuses “some activists and analysts” of a “naive anarchism” that suggests that NGOs somehow represent “the voice of the people” on a global scale. Most major NGOs have many supporters but little or no internal democracy, although their operations may be relatively transparent and do increase the number of voices that are heard in policymaking circles at national and global levels. Although NGOs, individually or collectively, can never claim to be “more legitimate than democratic governments,” according to Willetts, the main problems of democracy in the world are “at the country level.” Chapter 1 is a definitional exercise in which Willetts weighs possible distinctions between NGOs and concepts like nonstate actors, social movements, and global civil society.
