Public action to manage vulnerability is of rising importance for a country such as India, since the stakes in participation in global markets are rising, with possibly irreversible consequences of stalled or incomplete participation. The state has a central role to play, but design is crucial: alternative designs can either improve or worsen both efficiency and equity.
