- W2181502713 abstract "Deliberations on energy efficiency in buildings tend to start with the ubiquitous pie chart from Figure 1 which reminds us of the enormous contributions that buildings make to US carbon emissions. Indeed, by virtue of being the largest source of carbon emissions, residential and commercial buildings have long been a focal point of both technology research programs and energy policy at the federal and state level. As a result, going on for forty years, generations of architects, builders, materials scientists and other players in the built environment have amassed design concepts and technologies that help making buildings at various scales and within different climates increasingly resource-efficient, leading, in select, mostly residential cases, to buildings with neutral or even positive annual carbon budgets (Voss and Musall 2013). In parallel, to transform market practices, green rating systems such as LEED (2013) have been developed to summarize the environmental performance of a building. A series of recent papers suggest that the cost premium for securing a lowto mid-level green building rating during new construction tends to range between zero and 5% while triggering an effective rent increase and resale value premium of 6% and 16%, respectively, compared to a traditional building (Eichholtz, Kok and Quigley 2013 & 2009). In the light of such encouraging news, may society move on and leave the “building issue” to market forces, some policy measures and time?
