- W2182966095 abstract "This paper builds on and extends research that examines civil society actors in deliberative democracy and collaborative governance, particularly as mechanisms for addressing democratic and citizenship deficits in public management (Nabatchi 2010, O'Leary et al. 2006). It contributes by asking: Do civil society organizations shape deliberative policy processes lead by government agencies, and if so, how? To answer this question, the paper analyzes an environmental controversy related to environmental justice in New Mexico, and the civil society organizations that interacted with government agencies to develop environmental policy. Drawing on narrative analysis (Feldman et al 2004), the paper analyzes organizational practices in deliberative processes. The paper finds that civil society organizations apply the deliberative practices they have developed to support participation within their own organizations to shape the terms and conditions of deliberative governance in government agencies. The organizations' practices not only shape deliberative settings but also serve to mobilize ideas and citizens, and hold deliberative mechanisms accountable to affected publics. The first shapes deliberative governance on the inside, and the second two independently contribute to deliberative governance from outside agencies. These findings suggest that the production of public policy in deliberative contexts involves cooperative and confrontational interactions. It also suggests that while deliberative design (Fung and Wright 2003) and the skills of public officials to deliberate (Roberts 1997) are necessary features of deliberative democracy, they are not sufficient.
