- W2183667428 abstract "This paper revisits the puzzling phenomenon of health insurance and precautionary saving in the literature. Starr-McCluer (1996) found that the US households covered by private health insurance saved more than those without coverage, even after controlling other variables. Guariglia and Rossi (2004) found similar results using the data of UK. Our paper suggests that institutional factors, in particular, means-tested social welfare programs, are crucial to understand the phenomenon. We develop a dynamic equilibrium model with endogenous health insurance choices, and show that a model economy with a sizable social welfare system presents the same insurance/saving pattern as in the US and the UK. In contrast, an economy with a relatively small social welfare system will show a pattern that is consistent with the precautionary saving hypothesis. Empirically, we use the household survey data of Taiwan, which has a smaller welfare system than the US and the UK. We find that households covered by supplementary private health insurance save less than those without coverage. Our empirical evidence is opposite to the previous findings but supports the theoretical arguments." @default.
