In answering these questions, we control for the incidence of nominal and real shocks, and construct a novel monthly data that includes market-determined multilateral RER for 62 countries over the period 1946-2007. We …nd that ERRs are not neutral; while the evidence is generally consistent with Mussa's sticky prices argument, we …nd that for non-advanced countries in post Bretton Woods there exists a U-shape nominal ‡exibility puzzle of RER. Amongst non-advanced countries, there is strong evidence of strategic comple- mentarities across IMAs that favor the selection of …xed ERRs when global economic institutions and international macroeconomic coordination support the selection of …xed regimes.
