Reasons To Locate R&D in China Every company with global ambitions should have China on its agenda, says J. Thomas Ratchford, Distinguished Visiting Professor at the National Center for Technology & Law at George Mason University and leader of the Program of U.S.-China Cooperation in Science Policy, Research and Education. The size of its market and the quality and quantity of its human resources are enormous, especially those related to technology, Ratchford explains. Developing relationships early on with Chinese institutions--government entities, research institutes and universities, as well as companies--is important to future success. More than 30 Industrial Research Institute member companies have established laboratories in China. These labs have varied missions and, consequently, varied reasons to consider China a strategic location for a technology presence. Although conventional wisdom is to locate in China because of the lower cost of technology development, none of the IRI companies would suggest choosing to set up a laboratory for this reason alone. As discussed below, there are unexpected cultural and bureaucratic barriers that can neutralize a part of the cost advantage. advantage comes first from supporting the business' tactical needs in the region, namely: * Assisting plant operations to improve quality, learn to produce new offerings, reduce costs, or increase capacity. * Provide technical service and training support for local sales. * Tailor products to the local market and culture. * Gather and analyze technology intelligence on local and international competition. On the strategic level, most lab managers find value in having access to high-quality technical personnel and technology developed in top-flight universities and their research institutes. Several laboratories with a longer presence have added sufficient resources to build specific leading-edge platforms, transforming the lab into a competency center for the entire global enterprise. …" @default.
