- W220819025 abstract "International linkages are an important dimension of political transition but they may also play a role in economic transitions. This may be particularly true in the post-communist region that underwent an unprecedented transformation from command economies to market economies. But in what ways do international linkages affect the lending a state receives from the multilateral financial institutions as it undergoes an economic transition? Using a linear regression analysis of the lending from the International Monetary Fund, World Bank and European Bank for Reconstruction and Development to the post-communist states between 1992 and 2007, I find that international linkages do play a role in the aid allocation of the three financial institutions during the economic transition years in Eastern Europe and the former Soviet Republics. I use three variables to test for international linkages: Western Connections as defined by trade volume data, EU or CIS membership, and Past Relations with the IMF and World Bank. While I examine the overall aid from the three organizations to the post-communist states, I also disaggregate the data for each financial institution to evaluate if an individual institution is more susceptible to international linkages. In addition, I also analyze subsets of years within the 15-year transition period to determine if different time periods during the transition years are affected by international linkages. The overall conclusion is that at times international linkages do influence aid allocation in the post-communist states from the three multilateral financial institutions." @default.
