- W2213571003 abstract "Earthquakes are the most devastating natural disaster known to human civilisation. While this natural process of destruction to human life and property is well known for plate margin regimes, it is only in recent times that similar consequences, albeit infrequent, have been recognised for continents. The vulnerability to earthquake in all major urban areas, irrespective of their geologic/tectonic situation or whether they be on large land masses or small island nations, has become a reality - as demonstrated by the 1994 North Ridge (USA) and 1995 Kobe (Japan) devastating earthquakes, Australia has also suffered, with the 1989 Newcastle earthquake - clearly showing that continental Australia is not immune from the earthquake peril and so being the catalyst for study to reduce potential losses in future earthquakes. This paper will review one project of the Emergency Management Australia (EMA) Australian IDNDR Program currently in progress, that of earthquake zonation mapping of major urban areas. The methodology therein involves a multidisciplinary approach integrating seismology, geology, engineering, built environment, infrastructure and lifelines, insurance, medical, socio-economic aspects and governmental requirements. It includes many of the lessons learnt form the 1989 Newcastle and selected overseas earthquakes. International collaboration has proven vital in this endeavour. The concept provides a measure of risk, in quantitative and qualitative terms, by assessing both the earthquake hazard and the vulnerability of each selected urban area. The outcomes provide practical applications to all avenues of earthquake emergency management, including earthquake and building codes, land-use planning, disaster planning, emergency personnel training, insurance needs, rescue and response, community education and simulated earthquake exercises. As earthquake cannot be predicted, and hence no warning can be given. The essential element is that of preparedness. To date, earthquake zonation maps for the cities and environs of Sydney, Brisbane, Melbourne and Newcastle (through the Newcastle City Council) have been completed. The results and their application have shown that the potential to reduce losses from future earthquakes is indeed both a realistic and achievable goal, well within the capabilities of the Australian community." @default.
