- W221367337 abstract "PREPARING YOUR INSTITUTION FOR A PROGRAM PROJECT SITE VISIT Introduction A program project grant (PPG) is the mechanism used by many NIH Institutes to support broadly based, multidisciplinary, long-term research programs. Program project (P01) grants differ from traditional research project (R01) grants, which are awarded to an eligible institution on behalf of a principal investigor for a discrete, circumscribed project related to the investigator's interests. PPGs are made to institutions on behalf of a Program Director who has organized a group of investigators to conduct a number of independent research proejcts. PPGs are more flexible than traditional research grants because they provide large sums of money over a relatively long period of time, and funds can be expended to support scientific and administrative core resources. Equipment, ideas, data, and specialized scientific resources, for example, are often shared by an interdisciplinary group of scientists. An assumption behind the development of a PPG is that research productivity is enhanced when a multidisciplinary team works collaboratively around a centrla, unifying theme. A program project should promote synergism (i.e., the combined effort of the group will be greater than the efforts of the individuals comprising that group). It is more than merely a collection of individual R01s. In program projects, new scientific information is exchanged by researchers and used by them to further an overall project goal. To qualify as a program project, a research program must meet specific criteria, including: (1) a clearly defined, unifying, central theme to which each project relates and to which each investigator contributes; (2) at least three component scientific parts, each of which is individually meritorious, as well as complimentary or contributory to the other research projects in the program; (3) experts in several disciplines or in several areas of one discipline; (4) a plan for assuring the communication of ideas and results between and an interrelation among all participants; and (5) a Program Director who is an established research scientist, and who possesses the experience and ability to administer and integrate all components of the program effectively. Each NIH Institute establishes its own P01 guidelines and tailors them to its particular needs and scientific mission. Since Institutes differ from one another in the manner in which they conduct a site visit and evaluate program projects, it is impossible to present one picture of the site visit process that applies to all Institutes. However, the process can be described in generic terms to provide an applicant institution with a flavor of the activities that surround the process. The type of site visit described in this paper is an ad hoc review where the site visit team serves as the initial review group and votes a priority score at the final executive session; the main difference between this type of site visit and those in which the site visit team is not also the review group is that a priority score is not voted at the conclusion of the visit. The Review Process The Division of Research Grants (DRG) handles peer evaluations for R01s; the peer review process for P01s is generally handled by the NIH Institute responsible for research in a particular science area, although DRG will review program project proposals upon request. The assignment of a proposal to a study section is made by a Referral Officer on the basis of specific review guidelines prepared for each study section. Referral Officers are qualified scientists; most of them also serve as Executive Secretaries of study sections and are responsible for the administrative and technical review of proposals.
