Stevens This work, as Abdul-Reda Assiri asserts in his concluding chapter, intended as a general introductory book and is an attempt to give reader an understanding, an awareness, and some knowledge of political system in Kuwait as well as to raise several queries in connection with government and politics of country (p. 169). In terms of author's stated objective, it fair to say that this modest goal has been achieved. In large part, however, book less an interpretation and analysis of Kuwaiti politics than a detailed, almost encyclopedic, presentation of basic elements of government. Chapter one presents a brief summary of history and geography of Kuwait and useful in relating evolution of Kuwait's political system to rule of Al-Sabah dynasty, which dates from mid-18th century. The chapter draws upon a wide range of Arabic sources and quite convincingly shows how simple principle of shura, or consultation, turned into a form of political participation under a series of constitutions. These constitutions provided foundations of various public institutions and enabled creation of a loose balance of power between Al-Sabah dynasty, merchant class and bedouin tribal leaders. Chapters two, three and five, although presenting useful details on three branches of government-legislative, executive and judicial-do not analyze composition and practice of these branches, as might have been expected. For example, although Assiri refers to situation in 1993, when 39 members of National Assembly, requested government to amend second article of constitution, he offers no analysis of article in question and states no opinion on government's negative reaction. Rather, he simply states that the government declined proposal (p. 59). Another example of a lack of analysis author's assertion that 16th cabinet could be regarded as more flexible and harmonious than all previous cabinets because, among other reasons, it included representatives of religious trends and structures, such as Popular Islamic Union Salaf and Islamic Constitutional Movement Ikwan. No explanation advanced, however, to enlighten reader as to different philosophies or objectives of these groups. …" @default.
