- W2234703076 abstract "Korean government has implemented a series of administrative reform under last two government regimes. However, most of those reform measures have not had the results reformers would have hoped for. Instead, the possibility of undesirable side effect is of great concern, nowadays. Reform advocates blame the resistance of Korean bureaucracy for the failure of the reform. Some others found symbolic reform politics to be blamed. However, few studies have reviewed if those reform measures fit the requirements of the surrounding culture. The resistance of Korean bureaucracy could be the negative effect of the reform that does not fit the surrounding cultural context. Management practices are culture specific and individualistic/collectivistic cultures encourage and endorse different management practices. The cultural context shapes perception and interpretation of organization change and constraints choices concerning how to manage it. Those who engage in cross-cultural, change-related research and practice often ignore the surrounding cultural context. Disregard of the cultural context increases the likelihood of failure. Korean tend to be collectivistic, emphasize relationships over rules, and value hierarchical social relationships. Though western culture (especial American culture) has transformed many Korean to individualists during modernization era, the central tendencies have not changed much. However, the administrative reform measures brought by reformers are based on individualistic culture. NPM (“new governance” in American term) bases its ideological background on neo-libertarianism which has strong individualistic cultural context. It has individual focused job design, emphasize individual performance and merit-based hiring and promotion. In spite of these cultural differences, Korean reformers benchmarked NPM model for the administrative reform and failed. It is still never-ending stories. This study incorporates the theory of individualism-collectivism into research on effective measures for successful administrative reform in Korea. Current reform measures will be reviewed regarding surrounding cultural context: individualism and collectivism. Alternative culture specific measures will be suggested at the end of this study in the general." @default.
