- W2234928303 abstract "This chapter discusses the issues relating to China's land-centred urbanization strategy, such as injustice to rural migrants, local fiscal dependency on land revenue, local government debts, and the emergence of ghost cities, followed by a case study of Chenggong in Kunming, Yunnan Province. Accompanying China's world-beating economic growth and industrialization, there has been a massive flow of rural migration to the urban regions since 1978, especially in the eastern coastal cities. To promote China's industrialization and urbanization, the government has taken over vast tracts of agricultural farmland that were formerly collectively owned, for use as factories, urban real estate, infrastructure construction and other non-agricultural purposes in the last two decades. The government's plan for Chenggong was over-ambitious and ill conceived, and Chenggong's emergence as a ghost town is an example of many incomplete urbanization projects in China. It aims to have an overhaul of the existing land-centred and property-led urbanization model and to tackle the problems attributed to this model." @default.
